Just last weekend, I got the QuickBooks Error 12007 on my computer screen. After doing a little search on the internet, I found this pretty easy solution and got my system off the errors hook. Have a look.
Open QuickBooks and go to Advanced Connections in Settings.
Open Internet Properties window and verify the use of SSL 2.0 and 3.0 as well.
Select Apply and press OK. After that, restart QuickBooks and update QuickBooks Payroll.
